fa ارزیابی مطلوبیت فضاهای چندمنظوره شهر همدان در مدیریت بحران تخصصي Special پژوهشي Research <div style="text-align: justify;"><span style="font-size:14px;"><span style="font-family:Tahoma;"><span style="line-height:2;"><strong>زمینه و هدف</strong> احداث پایگاه‌های چندمنظوره در موقعیت‌هـای مناسب، سبب افزایش کارایی و بهره‌وری بیشتر آن در جهت دستیابی به اهداف موردنظـر بـه‌خصـوص در شرایط بحرانی می‌شود. یکی از موارد مهم قبل از احداث این پایگاه‌ها مطالعه، بررسی و انتخاب مکان جغرافیایی مناسب برای استقرار این نوع کاربری‌ها می‌باشد؛ لذا هدف از انجام این پژوهش، یافتن مکان‌های مناسب با معیارهای همسو با اهداف مدیریت بحران در شهر همدان می‌باشد.<br> <strong>روش</strong>: این پژوهش براساس هدف، از نوع کاربردی و براساس ماهیت و روش نیز از نوع توصیفی‌تحلیلی است که در قلمرو مکانی شهر همدان و در بازه زمانی سال 1402-1403 صورت گرفت. در این پژوهش اطلاعات موردنیاز براساس روش میدانی و مشاهده عناصر ابتدا طبقه‌بندی و در مرحله بعد با داده‌های مکانی تلفیق شدند و درنهایت نتایج به‌صورت نقشه‌ها و جدول‌های موضوعی نمایش داده شدند. در این راستا از نرم‌افزار سیستم اطلاعات جغرافیایی(GIS) به‌منظور تهیه نقشه‌ها و خروجی آن‌ها استفاده شد.&nbsp;<br> <strong>یافته ها</strong> تجزیه‌وتحلیل اطلاعات بیانگر آن بودند که از بین 12 سالن ارزیابی‌شده تنها 5 سالن در فاز پاسخ می‌توانند کارآمد باشند؛ همچنین باتوجه‌به ارزیابی‌های به‌عمل‌آمده ایستگاه‌های آتش‌نشانی و سازه‌های بیمارستان در قسمت‌هایی از سطح نواحی به‌علت تغییرات زیرساخت‌های شهری و ترافیک با پوشش ناکافی همراه هستند که لزوم راه‌اندازی یک ایستگاه پشتیبان آتش‌نشانی در مسیر بلوار فرودگاه و نواحی پشت شهرک فرهنگیان پیشنهاد می‌گردد؛ بیمارستان‌ها نیز در مجموع باتوجه‌به موقعیت قرارگیری نسبت به سازه‌های چندمنظوره شرایط مناسبی را دارا می‌باشند.<br> <strong>نتیجه گیری</strong> باتوجه‌به داده‌ها، می‌توان نتیجه گرفت که گزینش مجدد محل اجرای طرح‌های عمرانی حائز اهمیت است. در این راستا با در نظر گرفتن طرح‌ریزی کالبدی می‌توان گامی در جهت کاهش اثرات ویرانگر سوانح طبیعی و همچنین ایجاد آمادگی برای کمک‌رسانی بعد از وقوع سانحه برداشت.</span></span></span></div> <div style="text-align: justify;"> <pre aria-label="Translated text: Introduction" data-placeholder="Translation" data-ved="2ahUKEwiDr6iGvNaUAxVb87sIHT6_NvMQ3ewLegQIDRAV" dir="ltr" id="tw-target-text" role="text" tabindex="-1"> <span style="font-size:14px;"><span style="font-family:Tahoma;"><span style="line-height:2;"><strong>Background and objective</strong> The establishment of multi-purpose bases in suitable locations increases their efficiency and productivity toward achieving the intended objectives, particularly in emergency conditions. One of the key items to be considered prior to establishing these bases is to study, evaluate, and select an appropriate geographic location for the siting of such land uses; therefore, this research aimed to identify suitable locations that meet criteria aligned with the objectives of crisis management in Hamadan. <strong>Method </strong>This applied and field-based study was carried out in Hamadan from 2023-2024. In this research, the required data were first categorized based on field methods and the observation of components, and then integrated with spatial data. Finally, the results were presented as thematic maps and tables. GIS software was used to generate the maps and their outputs. <strong>Results </strong>Among the 12 evaluated halls, only 5 were able to operate effectively in the response phase. Additionally, based on the performed assessments, fire stations and hospital facilities in parts of the study-area surface were associated with insufficient coverage due to changes in urban infrastructure and traffic conditions. Therefore, the establishment of a fire-support (backup) station along the Airport Boulevard and in the areas behind the Farhangian settlement is recommended. Overall, the hospitals had relatively suitable conditions considering their siting relative to multi-purpose facilities. <strong>Conclusion </strong>The re-selection of locations for implementing infrastructure projects is of critical importance.
